NJ ISSUES REVISED CARRY TRAINING REQUIREMENTS

September 17, 2023. After extensive discussions with ANJRPC, the State of New Jersey has issued revised carry training requirements addressing nearly all gun owner objections and concerns. The newly revised requirements eliminated any demonstration of tactical maneuvers eliminated a demonstration of shooting proficiency at 25 yards, significantly extended the compliance date for current permit holders to requalify, and eliminated inappropriate content from the use of force instructional materials.

Specifically, New Jersey eliminated any testing requirements for kneeling, one-handed shooting, timed fire, and retention drills. Additionally, New Jersey has completely eliminated any demonstration of shooting proficiency at 25 yards, instead requiring shooting from 3, 5, 7, 10, and 15 yards. Also, New Jersey has extended the deadline for current permit holders to requalify from October 1, 2023, to December 31, 2023. New Jersey also eliminated from the “use of force” instructional materials content unrelated to the right to carry, including provisions related to citizen’s arrest and use of handcuffs.

This development represents another extremely significant moment for New Jersey gun owners. The State of New Jersey has, for the second time this summer, explicitly taken steps to limit the harsh unintended consequences of erroneous rules for gun owners. It is a testimony to the newly found influence gun owners have attained in the wake of the Supreme Court’s decision in Bruen, and ANJRPC is pleased to have been able to deliver this result.

New Qualifications: As for individuals who completed firearms training prior to July 1, 2023, and whose permit to carry does not expire until after December 22, 2023, they must requalify on the CCARE protocol or the HQC2-modified protocol issued on July 21, 2023. An individual who completed a course of fire prior to the issuance of the CCARE Protocol is deemed to have satisfied N.J.S.A. 2C:58-4(g)(2) if and only if the prior course included each of the following:  A minimum of 50 scored rounds per participant.  Minimum passage score of 80% using an FBI-type Q target.  At least 10 rounds must be from the 15, 10, 7, 5, and 3-yard lines each, or if fewer rounds were fired from those distances, the remaining rounds must have been fired from greater distances.  The participant must demonstrate safe holstering and unholstering during the shooting course, which must include safely drawing the weapon from a secured holster before firing at each of the required distances and reholstering after completing the round.  The participant must demonstrate proficient and safe reloading during the shooting course. No substantially similar courses completed after the CCARE Protocol is issued will be accepted.
